The "W" has a superscript 1, which I think would lead to some kind of footnote, but I can't find any footnotes on the page..
The footnote used to say something like "priority may vary according to fare purchased", which suggests that within W there will be further prioritization according to the underlying fare basis. ie a W tied to an S fare would be higher than a W tied to an X fare.
