The 24-hour rule doesn't work like that. The government rule requires that the ticket be refundable if the reservation was made 7 days before departure. The airline rule might be different, but investigate carefully before trying that approach.
Good comment, but any refundable ticket in such a case does the exact same thing without any such worries, to be safe.
