As has been explained above, there are errors in the translated documents.

It doesn't matter what language you speak, or where you account is based. There is only one earning rate, and everyone is subject to this single rate. The Italian document should be consulted for the definitive earning rates (the English language translations appear to be correct - or at least they are not as egregiously wrong as the German/Dutch documents)
