There was no construction when I was there 2 weeks ago. Probably it just completed. Lots of banners of 「平成の大遷宮」

From their website:
出雲大社「平成の大遷宮」は、事業期間を平成２０年４月より２８年３月までと定めてはじまり

And there seems to be the next phase to start immediately.
