I don't know if it means what you think it does, but it is unlikely to be the cause of these denials in FL, since that happens all the time. More likely it's simply a local or regional decision not to allow purchase with GC. Here in Madison the three WMs stopped allowing it one by one, and at one of them I know who made the decision.
