Correct - UA's charges apply. Don't think that makes much of a difference though - ACs website says $28.74 CAD/USD including tax - I'm guessing the charge is actually $25 plus tax, and the tax is likely applicable no matter whose charge is being levied. So guessing its the same anyway.

The only thing that could go against that is if the UA charge is levied as a USD charge since the ticket originated in the US - then it would be at a disadvantage to have UAs charges, as it could be converted into CAD, which would be higher - probably >$30 CAD and again, plus tax. So the AC rate, in this case, may in fact be better.
