you're subject to the fees of the operating carrier. it says so in the baggage section of your itinerary

open up your booking on united.com, scroll down, you'll see the grid with 1st and 2nd bag charges

some itineraries (mostly long haul) can get you $0 baggage on domestic flights with 0 status, it's all there in the bag fees section of your booking
