The Heathrow Express train is a rapid - but expensive - way to get to Paddington. The places you mentioned are nowhere near Paddington, so you'd spend a lot of money to get to an area of London you don't want to be in.
Either go in by tube to Westminster station, literally underneath Big Ben (but research your route and timings meticulously) or hop in a local cab to Windsor.
