The whole experience just needs to be more consistent and predictable, that would solve about 90% of the problems that cause air rage.
Interesting that you start by saying you want the airlines to follow their rules then start listing the rules you don't like.

Airlines don't want you to carry on more luggage. Airlines want to give premium passengers better service (like power outlets). Airlines have specific rules about who gets in and as long as you meet them, you get in.

Most air rage I have seen involves alcohol, perceived self importance, or (usually) both.
