Golden week is a peak time for travel, but I assumed mostly outside Tokyo.
That's some Showa Era thinking there. Nowadays there's a plethora of events going on in Tokyo during Golden Week to make it an appealing destination for Japanese. And, of course, foreigners feel no compulsion to avoid Tokyo during Golden Week.
