Right. There's no official rule that I'm aware of.

However, being that SPG's minimum for the breakfast option is a measly continental breakfast option, as long as that is fulfilled in SOME way to the guest, there doesn't HAVE to be a restaurant option. It's very much an above-and-beyond thing that some properties do.

I definitely appreciate it when there's a restaurant option, because continental breakfasts are not diet / diet-restriction friendly.
