In the US, that is often not the case. Southwest and Jetblue have much better seats than the economy section of Delta or United.

In addition to seats, it's also the service and the resources expended by the airline. If there is a premium cabin, it is likely to get the more experienced FAs and the airline is likely to spend money on the product there. If there isn't, then the airline can focus on the main cabin.

There is also the cynical theory that if there is a premium cabin, the airline is likely to intentionally make economy less pleasant in an effort to encourage people to pay for upgrades.
