Shorts are fine !!!! ( yes for men )
Maybe they haven't been noticed much ( along with jeans ) because shorts/jeans aren't office wear and there's a lot of office worker in London - but at the weekends there's probably a lot more bare legs to be seen.

( no-one will take a pair of shorts to change into after work - they'll just hit the bars in whatever they were wearing to work )
