If not, I am baffled why this is even a question.

It is a question (and a serious question!) because if it is run by an outside company with Starwood's permission rooms booked through it may not be eligible for Starpoints or night credits.

OP, Google shows some outdated links to "official" Starwood sites, mentioning promos linked to the TMall shop. So it seems very likely it's the official Starwood portal.
