You may be confusing "retention offer" with "retention department". They just call it "transferring to a specialist".

In any case, you can't ask to be transferred there. You have to say you're thinking you may want to "close the card", but you want to find out what your options are. That sort of wording gets you transferred to a "specialist", who typically has the offers (if there are any) and other options.
