That was changed the day before to a new config so they were moved to the bulkhead row 3 (good move). That was switched back to an old config on the day of departure where row 3 is in F, so the OP got screwed and sat in row 27.
Close, but not quite. We did get an "upgrade" to F seats in row 3, we were assigned 3C and D and I changed us to 3A and C. Tthe switch happened afterwards and we ended up in the last row.
At check in we were given "priority verification" papers and told our F seats would be assigned at the gate. The check in agent even alluded that a FAM had taken our seat as she said "the government probably took one of your seats". Instead ended up in the worst seats on plane. Not complaining about the missed uphrade, just upset that we went from bulkhead in the front to worst seats on plane with no choice.
As an aside, flight was also oversold. Offering $500 vouchers for 3 passengers to take a later flight.
