Based on the testimony of the TSA Management Practices and Misconduct (See current thread) hearings it sounds like Neffenger is trying to make some changes. The issue is that the people who are the problem are the most senior SES level executives in all of the various departments of TSA. That alone will make it extremely difficult for Neffenger.
There is an entrenched power base that has to be removed before any progress forward will be realized.
Maybe Neffenger would make more headway with deadwood management if he ended the practice of handing out massive bonuses to managers who don't get with the program.
No bonuses for a couple years, and some of that deadwood is going to retire or transfer. The latter should be made more difficult by Neffy giving honest (and critical) performance reviews.
It's his choice to continue to squeeze pax and low-level TSOs while giving the big boys a pass.
