Sound like the fellow TSA employee experienced status quo from an Agency that has zero interest in being held accountable.
Based on the testimony of the TSA Management Practices and Misconduct
(See current thread) hearings it sounds like Neffenger is trying to make some changes. The issue is that the people who are the problem are the most senior SES level executives in all of the various departments of TSA. That alone will make it extremely difficult for Neffenger.
There is an entrenched power base that has to be removed before any progress forward will be realized.
