I probably wasn't clear enough . . . meant to say that if Hilton Cartagena has been unlawfully failing to collect VAT for eight (or more) years, the authorities would have put a stop to it by now. Reasonable conclusion is that the authorities agree that properties don't need to collect VAT from foreigners on tourist visas.
