No, you can't. To be fair, you used to be able to get away with that but UA figured out how to fix that loophole.
As for the OP, for only $86 in fees it doesn't seem worth it to chance charging it to your Arrival+, especially since I can tell you from recent experience, when our corporate TA would book and pay for United tickets with my MP # attached, I did not get the checked bag waiver despite having the Explorer card, because it wasn't my Explorer card paying for it.
