Just some follow-up on this, here's what Hilton Bogota says on their website about VAT refunds:
As per Colombia's tax laws, a 16% VAT will be charged to Colombian residents and nonresident that do not receive a PIP3, PIP5, PIP6, PIP10, TP7, TP11 stamp or TP12 visa upon entry to the country. This amount will be charged at the hotel as an addition to the quoted room rate. 16% VAT exemption only applies to room package rates.
Looking back at my passport, I've consistently received a PIP5 stamp upon
ingreso, yet this property still insisted I pay VAT.
I'm thinking about staying one night (late arrival into BOG) on an $85 "double your points" package rate before moving over to the JW (which is charging $170 and is
at least twice as good). Anyone want to talk me out of it?
