Recent article (WSJ?) said it's a combination of new procedures meant to improve their performance on the unannounced tests, short staffing, and increased traffic. I don't know.
The pre-check line at ORD T1 the other day was backed up beyond the escalator. One reason seemed to be that all the lanes weren't open and staff had been pulled off and were randomly swabbing the hands (just the hands) of people who were waiting in line before the ID check stations.
