I guess what I'm trying to ask is, they say 2 hours in advance but if someone checks in at 1.5 hours how likely are they going to say no. I understand that if they show up for international flights with check bags 45min to an hour prior to departure that's kind of pushing it. I'm looking at worst case scenario.
