One part of your post certainly doesn't work well: if apply under the specific "Missing Avios" form the system only works in very limited circumstances - where the credit then does follow fairly immediately. In other cases you will get the unhelpful and inaccurate "already awarded" message no matter how you handle it. So the plain complaint webform does work quite well, if it's urgent (e.g. tier level related with travel on the horizon) then a quite call to Newcastle customer relations during UK office hours will normally resolve this.
