Why MUST? I've never observed that at ATL. Also the few WN international flights could do pre clearance or might arrive only within a narrow time band. Perhaps the plan is for "connecting" WN to WN (they don't interline) passengers to just dump the bag if it's tagged through and otherwise exit and use the landside terminal bus.
