They're not advertised on English-language sites, at least none that I've found. You have to buy them from Taobao (with someone's Chinese ID) or certain electronics markets (for example, I took some exchange students to the train station in Shanghai to buy those, though some of them with iPhones got 48GB for 450 from China Telecom).
