Yes, DL will be able to accept your bag there. It doesn't need to be interlined, they can check the luggage through to DTW at the service point as soon as you exit customs.

WN doesn't have international arrivals into ATL AFAIK, thus with WN you'll have to take the luggage to the WN counter to check it in.
