A lot depends on how 'in public' is to be read. Does it mean public places or in front of/sight of a member of the public or what? Perhaps a Qatari member of this forum can explain what it means.
For instance I can hardly imagine a more private place than a toilet cubicle. But let someone who knows give us the information.
