And then Quality Inns can vary even more. Some have a cooked-to-order breakfast (omelet with your choice of several ingredients, etc), some have a nice buffet, and then some are horribly minimal.
The Comfort Inn that had the cubes of cheese (and, more importantly to Choice, a teeny tiny breakfast room) left the Choice program a couple years ago.
The Quality Inn I was familiar with that had the cooked-to-order breakfast left the Choice program around the end of last year (2015). Again, I think it was other issues that made them leave, but the best Quality Inn breakfast I knew of in the USA is now gone.
(Both of the above hotels were in Orange County, CA.)
