I've tried approx 40 in the past three years.

Just FYI, you suspect wrong, I am very knowledgeable on almost every rate that one can get. I call direct, go through each car rentals website, call my travel agent, try expedia/travelocity/orbitz, and that is why my bidding is many times sucessful. The only outlet I do not try is Hotwire and I really don't have a reason why I don't.

again, I have a VERY different experience than yours and do save significant $ IMO.
