No policy, and they don't have to accommodate, as two itineraries mean two separate contracts that have nothing to do with one another. However, reports are UA agents have generally made accommodations if they were both UA itins.
That said...I wouldn't be surprised if UA starts trending away from doing things like this if they suspect tickets were booked separately to avoid paying a higher fare. Have no inside knowledge...just a guess.
