If the only ones avialable are middle pairs then it seems so. When you do OLCI it may be that others move so you may be able to select something else.

Your options to move up to CW are by promotional cash upgrade (POUG) possibly offered on MMB, airport cash uprgade (AUP) possibly offered on the day, or avios upgrade (UuA) depending on CW reward seat availability.
