My wife was able to use two RUC for this route. It did take multiple calls to get someone to actually do it. So my assumption is that you need to find the agent that doesn't know the rules. One cleared immediately and the other was wait listed for about two weeks until it cleared. Both segments ticketed properly and issued into OP class. No problems check-in or during the IROP she had with keeping the ticket in first.
