Sounds like even management will make up rules when things don't work as expected. I guess the FDCs/CSRs had to have learned it from somewhere.
If the card was expired at time of booking, the booking should have been rejected. You might be able to check with your card issuer to find out if an attempt was even made to validate the card. Do contest the charge and file a complaint with Marriott, especially about the manager claiming they don't have time to chase down bad cards and that being bumped to the rack rate is "everywhere on the website". Any rate other that what is stated on your confirmation should be approved before your stay.
