Interesting questions on charge back.
This is free advice, and probably worth less than it costs; so i am not sure but:
I noticed some travel agent site are explicit: customer agrees not to use charge back.You may want to check your contract, not to get into trouble.
That said, i think you may want to think about consulting with tico, getting advice on chargeback. i would be cautious going down the chargeback road partivularly if they are still talking to you and trying to find a solution.
Sounds too like you are asking for more than reimbursement which a charge back would give you. On your counter offer, i am not sure it works to get both 2400$ and a new vacation. It is just hard to see the logic. Maybe reimbursement plus compensation for your time, maybe 2400$ is that, but hey if it works... (Or maybe i am reading you incorrectly and it is a new vacation or 2400$, but that doesnt make sense because they dont seem equivalent).
