No one that I've looked at so far has mentioned needing the IDL, which is why I'm asking here.....(so far have checked CostcoTravel which gives rates for a few, EuropCar, and Skyscanner - which was out of the UK so wouldn't have license info)
You won't have to show an IDL in order to rent a vehicle but it's worth having one in case you are stopped by police for something like a traffic violation.
