One-way redemptions are only available in the US and Canada and it must be a corporate location.
The redemption options are limited and dependent upon the country. When you go to your Hertz account online, there will be a drop-down menu of available countries for redemption. Changing the country will give you different redemption options.
They don't even offer redemptions in all countries to begin with, which is why I don't find their program that valuable.
