There have been multiple stories of connections taking longer than expected and I've been on multiple flights into PVG that were an hour late simply from airborne winds. Put those together and it feels rather tight.
But, there are ~20 flights per day between PVG and HKG (i.e. easy to change), and these are far more likely to be delayed than LAX-PVG.
