'Point of Sale' - relevant for using a GGL 'Joker'

I have booked a flight for our daughter in July: TLV-LHR-JFK-LHR-TLV. I have used a joker and a GUF1 to upgrade her from Economy to Premium Economy. However, BA could not apply the Joker to the first flight in the itinerary as there was nothing available. They told me to try again every few days in case something opens up. I had assumed they meant that 5 Joker seats had already been used up, but the agent I spoke to today told me that no Jokers had been used on that class yet and that it was simply a matter of the booking class being full.

As I understand, there needs to be space in T class in order to use a Joker in this manner.

If I use ExpertFlyer to check availability, then if the UK is the 'point of sale' then I get TC (meaning T class is closed, which usually means full). However, if the USA is set as the 'point of sale' then I get T9!

Is there any way to get BA to use the USA as 'point of sale' for this? Would it help phoning the USA number in USA office hours? Or does it depend on where the ticket was issued (BA UK in this case)?
