If TAs try to circumvent charging that which the airline wishes to charge for a journey, then it is unsurprising if the airline states that it will debit them for the cost

As far as the lawsuit alleging collusion by the airlines go, it seems to be based on unsubstantiated allegations - there seems to be no actual evidence mentioned
