Who are these four people? Children? Family? No objections to sharing beds? I think the two persons to a room idea is general, because of larger cities having smaller rooms and smaller beds. For comfort ratio, I really wouldn't want to share ONE room with three other people. But sometimes when you know you have to cut costs and suffer for comfort, go for it.
I have bid in the Clearwater Area, but not in the past year, so I'm not familiar with the lastest offerings in terms of hotels. I would research the past success bids on the biddingfortravel website, and do individual research on the hotels themselves. You need to do your research anyway to check availability at the time you want to book. No vacancies have an impact on successful or not bidding. February is high season, I believe, in Florida (but with 9-11, who knows)and if you did bid for one room, it's not guaranteed that rollaways or even two queens would be available. Some hotels provide two twins or two doubles. Don't know your situation, but good luck.
