I saw hotels and airports, wasn't sure about homes. Anyway I called up Global Advanced Comm and asked them. Service is available to anybody. I was confused by them wanting passport information, turns out it's just for ID verification, they don't care about visa status. It's just simple to say 'please show your passport' as most of their customers are foreigners to Japan. And they will deliver to residences in Japan as well.
