Does anyone here have a temporary or permanent solution for recharging the newer phones, in flight, that require the "Type C" connector?
I have a Nexus 5x with a type C connector and have charged it without a problem on the 77W in an F seat using the USB outlet multiple times in the past month.

Have you tried different type C cables? A guy from Google documented on Amazon how a whole bunch of early Type-C cables did not meet spec. I would try a couple different type C cables before concluding that it is outlets at fault.

It may also be an issue specific to your hardware. Type C has been prevalent on iPhones/pads for some time and I haven't seen widespread reported issues with those, so your issues sounds hardware/cable specific.

If you can't get it to work you may just want to invest in a large external battery. I have one and it has saved me numerous times.

Good luck!
