This is pretty much true for ANY Vegas hotel not on the Strip or downtown; Vegas isn't Europe, with trams/U-bahns/metro. It's not even the East Coast or SF/LAX. It's very typical for American Sunbelt cities that grew massively post-1950; primarily car-oriented, suburban subdivisions that are not made for walking to stores or anything. You'd have the same problem in much of Phoenix or Dallas; isolated from much of anything without a car.
I wouldn't stay off-strip or away from Downtown without a car, unless you want to pay lots of money for cabs or Uber/Lyft...
