EU261 would apply, but Serbia is not a member state of the EU, therefore you won't be entitled to any further compensation. Like previously mentioned, you might be able to get a few Qpoints/Qmiles for raising this issue with QR, but again as above, QR has done its best to get you to your destination and provided you with the necessary i.e. a courtesy room.
