24/7/365 in my experience. Even in the thick of post-Hurricane Sandy, heading S to N, I was able to stop and get fuel and food at nearly all of the them. After a certain point, they were in the midst of switching that night to an odd-even (based on license plate number) system of limiting gas purchases. But, they were open.
Of course, late at night, the offerings might be very light in the food department. Most of the fast food shops are/were closed IIRC.
