In my experience SkyMiles from award ticket cancellation/refaring are redeposited essentially instantaneously, the only wrinkle being that they aren't reflected in my balance unless I logout and log back in again.
I just did a "rebook" (same flight, lower miles requirement. I am PLAT, so the change was free). The miles return/charged was in my acccount as soon as the phone agent told me she rebooked it. I didn't have to log off. Just clicked "accounts" and the balance and activities were there.
