AC doesn't "give" J seats away unless they're forced to, through op-upgrades, or certificates.
This helps preserve the value of the J product. There is nothing wrong, in AC's view, with a plane going out with J half-empty, if it means preserving the sanctity of their revenue model.
Was on LHRYYZ a couple weeks back. I counted 11 seats of 40 occupied in J.
