While the name of this particular forum is "Information Desk," FlyerTalk is not a general-purpose site for general information. FT is about travel, mostly air travel, with a focus on frequent flyer programs and other topics that frequent air travelers care about. If anyone here knows anything about laws relating to Washington speeding tickets, it would be a random coincidence. You might do better asking this question in a forum whose focus area is closer to what you want to know.
