I see that the FP FAQ now does not have that "must be a Canadian resident to use" but still offers no option for non-Canadian province of residence for the purchaser. As I will eventually move back to Canada, I may need to do it sooner to use FPs!

Currently this is this their major eligibility...
The purchasing Aeroplan member must be a Canadian resident with a valid address in Canada
The way I see it if you still have an address in Canada, it should be fine. But if you want to utilize the AQD then might be different.
